A bipartisan group of House members rolled out companion legislation to an existing Senate bill.
Four House lawmakers are joining the push for legislation that would require federal agencies to notify individuals when the government uses artificial intelligence technologies to interact with them or make automated decisions that affect their well-being—a companion proposal to Senate legislation that a top lawmaker hopes will become law by the end of the year.
The Transparent Automated Governance Act—introduced on Dec. 22 by Rep. Clay Higgins, R-La., and co-sponsored by Reps. Randy Weber, R-Texas, Jim McGovern, D-Mass., and Don Davis, D-N.C.—would task the director of the Office of Management and Budget with issuing guidance to federal agencies on how to best alert the general public when government entities are using “automated and augmented systems” to interact with them or to “make critical decisions.”
The bill would also establish an appeals process for individuals to challenge automated decisions and address situations “in which an individual is harmed as a direct result of the use of an automated system in the augmented critical decision process.”
