MADISON – Gov. Tony Evers signed legislation Tuesday to crack down on an array of crimes — by making bestiality a felony, specifying that it’s illegal to falsely call in emergencies and making mail theft a crime to curb “porch pirates” who steal deliveries.
The Democratic governor signed the legislation making sex acts with animals a felony two years after a similar bill failed to get through the Legislature.
Sen. André Jacque of De Pere has been working to create harsher penalties in response to a serial horse rapist in the Green Bay area who eluded extended incarceration because bestiality until now was classified as a misdemeanor.
Police say the tougher penalties will keep the horse rapist behind bars longer, making animals safer.
Evers also signed a bill making it a felony to engage in what’s known as “swatting” — falsely reporting an emergency to law enforcement authorities with the intent to elicit a response from an emergency response crew like a SWAT team.
