SUNBURY – A man who won a seat on Shamokin City Council was sworn-in Monday and became an active member all while a Northumberland County district attorney tries to bar him because of a criminal record.
Joseph J. Leschinskie Jr. late Monday afternoon participated as a voting member in city council’s reorganization meeting. He will oversee the public works department.
He was sworn-in earlier in the day by a notary public, and Northumberland County Judge Charles H. Saylor in mid-afternoon took no action to stop him from being seated.
