    ALBANY – Democratic governors from a handful of Northeast states came together Monday to take the baby steps toward devising a plan to re-open an economy devastated by the coronavirus.

    Gov. Andrew M. Cuomo invited five fellow Democratic governors on a conference call during which the state chief executives agreed to form an interstate panel of senior government officials to help guide efforts to – at some unknown point – get people back to work and out of their stay-at-home mode that has affected millions of Americans.

    “We should start to look to re-opening,” Cuomo said at the start of the call.

    Not on the call were the Republican governors of two border states: Massachusetts and Vermont. Also not involved, at least with this phase, are officials from two of New York’s leading trade partners: Ontario and Quebec.

    There is no plan yet by the Democratic governors. That will come via a study to be completed sometime within a matter of weeks in which the six states in this new consortium will work on complementary needs. Each governor will tap three senior staff members to the working group: economic development and health representatives as well as each of the governors’ chiefs of staff.
